I got an 08 700 sport with James' HR sheave with 16g OD weights, Gold spring, Dyna FS cdi, 27" mudlite XTRs on 14' wheels, & a full windshield. It will take off like a beast & run up to 47 mph on flat roads.   Does this sound about right to you guys? 
I didn't clean or grease the secondary pulley when I had it apart to change the spring so I'm wondering if that could affect my top speed some or if it is about right.

Is 47 mph from the speedometer on the bike?  If it is you might be going a little faster than that due to the tires.  If that is the case you may not be too far off.  Still not a bad idea to service the secondary.  Let us know if you find a little more speed when you do.

It hits each mph just a little quicker on my gps but it's always within 1 mph. I will service the sec pulley.  My belt is the original too with 1800 miles. It sits out of the sec pulley just enough to see the ridges in the belt above the pulley. Prolly worn some but doesn't slip or anything. May be a extra mph or 2 there also but don't know if it's worth it. It only matters when I bust out on the county roads with the Rzrs. They make me hold it to the floor just to keep them in sight.  They can't lose me on the trails tho.

I'd say you are not too far off. You have 27" MudLight XTRs which are on the heavier side as they are radial construction tires. You also have a full windshield which will kill speed. The windshields are nice at times but they kill top speed. My buddy's Rhino has a JBS sheave and 27" XTRs and no other mods. It will do 49-50mph on a flat road. I bet if he put a windshield on he'd lose another mph or so.
